I don't what it mean and what language is.
Update: On russian blog people said that is georgian language written in cyrillic. The inscription means Life to thieves or some thing like this.

    Kurdebs sicocxle , bozebs sikudili !

    " КУРДЕПС СИСОСХЛЕ "

    Its caucasian symbol and means :
    Kurdebi : thieves / vor v zakone
    Sicocxle : love

    Its hard to transladte exactly but its means in georgian :
    ~"Life to thieves, dead for ~bitches*"

    * bitch = who talks to police

    ქურდებს სიცოცხლე ბოზებს სიკვდილი
    it means
    "life to thieves , death to bitches"
    bitches are cops
